(a)Yes , it is a good criterion for telescope because by using these parameter we can use different types of telescope according to our requirement. Because these are evaluated by company in the lab.  

(b) A better criterion will be if company will give all the data all information about the telescope and then we can calculate the magnification by our hand and we can compare it with the given data on the telescope. It will be come approximately to the original value.

Magnification = focal length in cm / eye piece diameter in cm

Resolution = 116/D

D= diameter of telescope in mm
