a) HI is stronger than HCl.

Removal of H+ from these two gives us I-  and Cl- . As I- is more stable than Cl- HI is stronger acid than HCl.

b) CCl2HCOOH is stronger acid than CH3COOH.

As greater the no. of electron withdrawing substituents ,greater would be the dispersal of the negative charge and hence stronger will be the acid. Hence the order of acidity is Cl2CHCOOH >CH3COOH.
