Leonard. J. Weber, in his book Business Ethics in Healthcare: Beyond Compliance explains and proposes the process of decision making. In this process he puts individual rights first when making ethics decisions about HIM. He defined a set of priorities that should be considered in case of dilemma during making ethics decisions about HIM. He argues that individual rights should take foremost priority in this process. However, in this process individual goods and individual priorities are placed at last.

To understand that why Weber put individual rights first when making ethics decisions about HIM can be explained better by taking the example of ransomware. People who are involved in development, marketing or use of ransomware must determine that whether their interest, rights and goods are more important than community. To determine this answer, it should be identified that healthcare is a right or not; and in case it is a right isn’t privacy of healthcare system also a right.

The answer is yes, healthcare is a right and privacy to health information is also a right. By answering these questions we can identify that objects or individuals that infringes on individuals right to privacy of medical information are unethical. Therefore, Weber’s model is justified.
