The quantum mechanical model used to describe the rotational transitions is Simple Harmonic Motion of a single particle.

By these models, the potential of the system can be calculated and are used to fix the Schrodinger's equation, to get the wave functions and the energies for quantum states.

The energies of all the states, the difference in the energy leads to the transition energies of that particular transition.
