(a)

If volume of both HCl and NaOH is doubled , the number of moles of H+ neutralized by OH- is also doubled . So the qrxn would also be doubled .

(b)

If volume of both HCl and NaOH is doubled , the heat released would be doubled , since the number of moles are doubled . But ∆Hrxn calculates heat released per mole of neutralization. Hence ∆Hrxn would remains same .
