E = Q / (2 π d L εo)

the force is

F = q E = q Q / (2 π d L εo)

then

Q = 2 π d L εo F / q

Q = 2*3.14*4x10^-2*10^-1*8.85x10^-12*940x10^-6 / 4.5x10^-9 = 4.65x10^-8 C = 46.5 nC
