B. Protecting an individual's health from unsafe products is a duty of government. Government is doing the same by using various agencies such as FDA

C is wrong as the government should provide public goods like parks, good air, etc.

D is the answer as Taking over the production of the health care services causing positive externalities is not a governmental duty in a capitalist democracy.
