HCl is a strong electrolyte. CH3COOH is a weak electrolyte. 

KCH3COO(aq) + HCl(aq) + KCl(aq) + CH3COOH(aq)

The given molecular equation is KCH3COO (aq) + HCl (aq) KCl (aq) + CH3COOH (aq)

Now writing the corresponding ionic equation by breaking down all the soluble strong electrolytes in the molecular equation into their ions,

i.e, K+(aq) + CH3COO-(aq) + H+(aq) + Cl-(aq) K+(aq) + Cl-(aq) + CH3COOH(aq)

[since CH3COOH is a weak electrolyte it does not dissociate into ions]

The net ionic equation is written by eliminating the common ions on both sides of the above ionic equation. The common ions are found to be K+ and Cl- . Hence the net-ionic equation becomes:

CH3COO-(aq) + H+(aq) CH3COOH (aq)
