Explain (in words) why the National Cattleman’s Beef Association
may be opposed to the EPA further
increasing the quantity of the biofuels blending mandate
We know that RFS mandated that around 13.9 billion gallons of corn-based ethanol must be blended into gasoline, an amount that will use about 4.9 billion bushels of corn, or about 40 percent of the nation’s crop. It requires the 15 billion gallon level until 2022. The main concern of National Cattlemen's Beef Association (or to say of every other meat organisation) is the rising cost of meat (in this case beef). NCBA has said that the rising demand of corn for ethanol blending without a much paced up supply is resulting in sharp rise in prices. This eventually hurts rhe profit of beef traders. Moreover the rising prices puts a direct burden and constrain on the pockets of consumer. Thus a further increase in quantity of blending would only add up tonthe woes.

Systemic approaches are often criticized for failing to explain why individual units, such as states, would behave in the manner that they expect. Consider a balance-of-power system. Imagine one state is increasing in power. Balance of power expects other states to constrain this rising power. What incentives would other states have to do so? Why might self-interested states fail to act against a rising power? What national interests may motivate a state to not take action? How does the issues...
