Though Anderson pays all educational expenses, it does not justify that it is more than half of the support. Moreover, Shelly has not given written consent to claim Jackson as a qualifying dependent. Besides, Jackson lives with Shelly for the entire year. These arguments state that Shelly is eligible to claim Jackson as a dependent.
