The transactions can be common for many bills, as well as customer are us only. All the transactions will be shown in Income Account at the end and to track a particular bill, the vendor name must be specified for ease.

D. Set the restriction preference in the Accounting category.
Because the transactions relates to previous year and no one must have access to that data and the data must be with the company for their record so deleting is not the option.
Turning on date warning preference and setting a close date for her account is not enough to ensure that user will be able to change transactions occurred during the previous fiscal period.
