No , I do not agree with CEO of P&G on his statement that spread does not depend on the volatility of interest rates. As the formula for spread contains yield of US treasure bond(5 yr) and US treasury bond price (30 yrs) which will directly be impacted by changes in interest rates. hence volatility of IR would play a factor in spread determination.
