In modern society, resources are allocated mostly through the practice of free market. The market force of demand decides for the quantity of supply and how much production has to be done.
For example, both pizza and burger are made of bread. But if the demand for pizza is more than that of burger the resources (here, bread) will get self allocated according to the need of market.
