Solution:

A) Slightly polar

An eluent in TLC is the organic solvent having moderate polarity. It can not be highly polar because a highly polar eluent can dissolved stationary phase (silica and alumina).

B) Product

The rate of SN2 reaction decreases with increasing polarity of solvent, hence for SN2 reaction the polarity of starting materials must be lower.
