The correct answer is: conversion to tetra pyridine complex and then addition of Cl- which has a strong trans effect as compared to pyridine.

According to the concept of trans effect (which works only for squrare planar complexes) if one ligand attached is strong (i.e., has more trans effect) then the incoming ligand will be attached trans to it.

For example, when tetra pyridine platinum complex is reacted with chlorine then any one of the pyridine ligand is substituted by Cl- and in the second step as the Cl- has more trans effect then pyridine therefore it is attached on the trans position to give the desired trans product as shown below:
