Abatement cost measures the cost of reducing one more unit of pollution.means that it is a Marginal cost of reducing one more unit of emissions or pollution.For an example, if a firm want to reduce their pollution resulting from their production process, they will raise their Abatement cost. In these question,Only few countries abate or reduce their carbon emission. As a result firms need not to spend more on pollution or carbon control .So damage function also will increase. Marginal Abatement cost should be lower in such cases.
