Perception of saltiness depends on:

1) the concentration of sodium: higher the concentration of sodium ions, saltier the taste. As sodium ion is the primary activator of the sensory stimulus for saltiness.

2) Anion associated with Sodium: if there's a large organic anion taken together with salt, it decreases the perceived saltiness of the food as it neutralises the cationic activator i.e. sodium.

3) medium in which salt is added : some dishes like fish enhance the saltiness perceived by the individual, while some others ameliorate the taste by diminishing the salt perception.
