2A: Tax payer has the right to choose the court or forum

3A: The lossing party or appellee can appeal the lower courts decision to the higher court.

4A: Appeal officer who is independent of the IRS office takes care initially, if not satisfied taxpayer has the right to take case to the court. Tax cases are decided by the us tax court, opinion are binding and published by the tax courts.
