Introduction
Disaster Management in Health Care Organisation:
Concept
Disaster preparedness or Management:
Disaster can be defined as any activity which leads to destruction,
damage and loss.
Disaster planning and response strategy is thus an initiative
started by the organizations in order to handle any such situation
that may arise and to keep all the facities available to control
the consequences and ensure minimum loss.
Thus in health Care organisations, Such as Hospitals, clinics ,
dispensaries , etc , the disaster planning and response strategy is
a proactive approach by health organisations to ensure efficient
management of resources , protection to lives , minimum possible
losses, and availability of effective facities in case of any
destructive activity takes place.
This is ensured through making available the efficient staff,
physicians and doctors to attend the inflicted patients, to
coordinate the activities so that no patient remains unattended ,
keeping rescue teams at place , and various operational tools,
equipments etc.
Response strategy:
It is a strategy that is implemented after the disaster takes place
in order to assure a normal healthy life through controlling the
repercussions of such disaster.
The various types of threats faced by people after a disaster has
occurredike diseases, epidemics, etc is addressed by a response
strategy to ensure healthy survival.
Health Organization Disaster Planning and Response Strategy
In case disasters take place there are much chances of
outbreaks, infections, diseases. And the resources will also be
affected by harmful contamination, consequences of climatic changes
and hazards making life difficult for people.
Disaster can be anything , a flood, a storm or an attack.
In order to combat these threats , and challenges , health care
organisations have been encouraged to initiate a proactive response
and to make available emergency facilities in order to mitigate the
risks , and ensure rapid recovery through efficient response
strategy
integration of federal, state and lical
govt:
Disaster planning and preparedness in health care organisations
integrates the activities and role of federal, state and local
government in ensuring all the facilities are available at
appropriate time to people in health organisations for which each
federal, state and local government have taken various dreastic
steps and contributed in resource and funds availability. The
governments aim at combining and coordinating the individual
efforts for producing desired outcome by focusing on the area ,
affected by disasters.
Role of Federal Government:
Federal Government ensures to identify the areas whichvate more
prone to disastets or have symptoms of being one , federal govt
thus evaluates these disaster prone areas and makes sure they do
not lack infrastructure, rescue facilities and resource
availability to prevent major losses of lives and property
Federal Govt undertakes the following declarations :
Emergency :
It determines the emergency in advance through its deep evaluation
process and loacates how much attention it will require.
It coordinates and prepares local and state government for the same
by keeping funds available to distribute to local and state
govt.
This prevents crises and long term consequences.
Assistances to Individuals:
For each individual affected in some way due to the disaster, it
formulates various programs or policies to assist them after the
disaster has created vulnerable effects on individual or property.
E.g free medical services , dicounted medicines , extra stay at
hospitals etc
Thus integrates with stae govt to attend to the individuals and
implement the policies successfully.
Role of state:
The state largely acts as a bridge between the federal and local
govt by implementing and losing down the policies laid by federal
to be successfully applied at local levels.
It transfers funds as per the needs, compensates the doctors for
their extra care facilities during disasters and imports medicines
and drugs if necessary .
Therefore state acts as a intermediary to inregrate the activities
of all the three governmental sectors.
Role of Local Govt:
The local government aims at utilizing the resources being supplied
by the federal funds efficiently to attend each area. As the local
government has all the necessary data already available about the
population, infrastructure , climatic conditions, environmental
changes etc , therefore federal govt entrusts the local to attend
the disastrous area and ensure maxi.um relief.
The role in health care organisations involves:.
To keep the maximum dispensaries avialable for attending the
patients
To keep emergency services like ambulances etc all ready to provide
services
To ensure enough medicines, vaccines, drugs are available
To provide special care to elderly and kids.
To ensure avialibity of tools, equipments, machines etc to detect
diseases and provide efficient cure
To focus on preventive measures more than the curative one as
prevention is better than cure.
And nevertheless the roles , duties and responsibilities played by
the federal , state and local government vary , all these
activities all coordinated together in a manner to produce best
results in terms of making the public health organizations
efficient to help preparing, facing, combating and controlling the
disaster and its ill effects.
Contribution of Ethical theories :
Disaster creates various complexities and challenges for people. It
puts a huge impact on health of people and results in huge
losses.
Therefore lack of medical facilities, helath care clinics, doctors
, medicines , vaccines etc will result in increase in deakth tolls,
spread of diseases, unattended patients , weak children ,
etc.
These situations might result in producing various ethical issues
and moral challenges .
Health care providers might face certian situation where they have to choose between alternatives inevitably resulting in harm of other creating an ethical delimma and cognitive dissonance.
Therefore such situations may be dealt with the care, consideration and the final decisions must be taken on the basis of various ethical theories amd moral values. Sime of the theories which might form the basis of decision could be:
Principles of ethics
Principle of beneficence:
Where maximum good is to be preferred over minimum possible
harm.
Principle of utilitarian ethics
Where the duty and responsibility given to a medical provider
should be considered as priority
Principle of Humanity:
Where maximum benefit and good of patient is the basic objective of
a doctor. His interests are taken as main focus.
Principle of Complete Information
Where a medical provider has the duty to reveal all the information
about the health condition of a patient and inform him or her about
the consequences of such condition
Respect and Dignity:
The patients no matter belonging to what social class are to be
treated with respect and dignity. Their sentiments and feelings
should not go broke.
Principle of Equal Care:
Where all the patients are to be treated equally without any
partiality on the basis of creed, religion , non citizen ,
ethnicity, gender etc
Health care should be equal for all.
Principles Related to Infrastructure:
Necessary Evacuation of people irrespective of their age or value.
Providing vaccines to each age group
Stay at hospitals as long as the patient is fully recovered

The world’s 3 billion-plus smartphones emit the kind of data that health authorities covet during outbreaks. They show where individuals are, where they’ve been and who they might have talked to or even touched — potentially offering maps to find infected people and clues to stopping new ones. But gaining access to this data, even amid a global pandemic, is made complex by the legal and ethical issues surrounding government access to information that can reveal intimate details about citizens’...

Unhealthy Accounting at HealthSouth PROBLEM In 1996, key executives of HealthSouth, one of the nation’s largest providers of health care services, began a massive fraud that eventually amounted to $2.7 billion. HealthSouth is a textbook case of unbridled greed combined with a lack of corporate governance, which illustrates the difficult situation that auditors face when clients perpetrate a massive, collusive fraud. HealthSouth was founded in 1984 by Richard Scrushy and coworkers at Lifemark, a Houston-based company that owned and managed...

Carlsberg in Emerging Markets A breeze of optimism blew through the office of Carlsberg A/S’s CEO, Jørgen Buhl Rasmussen.
