As candy has citric acid and milk has lactic acid as the major ingredients. Based on their structure analysis as drawn in the above image, it is observed fact that lactic acid has three acidic groups (3 -COOH) and citric acid has only one acidic group (1 -COOH). Also  the lactic acid has a pka of 3.86. citric acid has pKa of 2.92, as we know that the strength of acid is depend on the pKa values. The lower is the pKa value ,the acid would be more stronger therefor citric acid has low value of pKa (2.92) than lactic acid pKa value (3.86).

So the candy is more acidic than milk.
