The volume within the tyre is fairly constant. It will increase very slightly, especially from totally flat, but it is mechanically constrained.
The volume of air you are putting into the tyre however, is increasing. In order to resolve these two constraints, the pressure MUST increase - you are forcing the increasing volume of air you are putting into a constant space. That is the same as reducing its volume.
Boyle’s Law assumes that the amount of gas in a system is a constant, in which case pressure and volume do vary inversely.
