Debby is 26, graduated with her master’s degree and certification in project management and has 4 years’ experience in a similar position at a competing hospital. The business development unit at ECH is comprised of 5 employees: 1 Director (male, 18-year seniority, MHA); 2 senior PMs (1 female, 1 male, both with >5 years seniority at ECH, both over 35) and 1 junior PMs (Debby and Evan (male, 28 years old, 2 years seniority). Debby is excited about her new opportunity and is looking forward to bringing new ideas. During her first 4 months, Debby is not assigned any work as PM. She is assigned to assist the 2 senior PM and her tasks include: scheduling appointments, catering, copying and otherwise preparing packets, AV set up). During department meetings, the agenda is dominated by senior PM and the director. When Debby attempts to suggest strategies or other recommendations, “that’s not how we do it here” “we just don’t work that way” “COO won’t like us to change that up.” Evan has had better luck – he has been assigned as PM to 2 projects and has been invited to share progress during the department meetings. 4 months into her new job, Debby speaks with HR alleging she is being discriminated against.

In this case the answer options B and C suit the best in my opinion

as it seems the type of gender base decimation of the seniors in this situation that's why she is not beig involved in any work and her suggestion is not entertained.

Then yes such type of the work environment is totally hostile for the work and it is not good work culture.
