When electrostatic force will be equal to weight of the tissue, it will be picked up,

so kq1q2/r^2 = mg

9e9*16e-6*q2/0.02^2 = 0.003*9.8

q2 = 0.003*9.8*0.02^2/[9e9*16e-6]

= 8.1667*10^-11 C

= 8.16667*10^-5 uC answer
