Under affordable care act, there is a provision of creating state based insurance exchanges to help individuals and small business purchase insurance. There is provision of federal subsidy to those who have low income as per federal poverty guidelines. So basically the aim was to increase the number of insured people.
but in period 2010-2020, it is suggested to remove subsidies of any kind so again people will avoid availing health service out of financial burden . This provision is just targeting towards filling up of budget deficit not health care gap.
