Ans: transport the woman and her son to the hospital.

In this question transporting the mother and son to the emergency care unit is a top priority.Emergency care is an  integral part of an hospital.In this case a young woman is unresponsive with low B.P , tachycardia and decreased respiration who requires urgent and high quality medical care to prevent loss of life and initiate action for the restoration of normal healthy life.She also has small a child of 3 year old who is dependent on her.If his mother is not getting adequate emergency care she can go under critical situtaion. Mother may have heavy drinking which causes severe health prolems.
