In the Question 25000,50000 and 20000 indicates and covers three areas .

Firstly 25000 indicates coverage limit per person

second 50000 indicates coverage limit per accident

Third 20000 indicates coverage limit for property damage liability

So, though the policy covers upto 50000, the per person limit is only upto 25000.

Hence in my opinion his PAP will pay only to the extent of 25000.
