So, the central distribution can understand the need of the resources in more in particular area and its availability in the other area etc can be monitored very frequently. Another method is to tackle the same is make the distribution for one month like that then if the thing is more in a month can not need to be provided for the same area again. These will help to prevent the wastage of resources.
