According to the Growth chart ,

James and Sarah both are obese. Their percentage of BMI for age is more than 95 percentile. According to Growth chart 85-95 percentile are in the category of overweight and equal or greater than 95 percentile are in the category of obesity.

James : it is recorded at the first time that James is overweight at the age of 3 . His BMI was 17.8 that touches the overweight category. At the age of 7 his BMI touched the level of obese( 19.2) at the first time.

Sarah: Sarah at the age of 4 almost reached at the point of overweight for the first time. At the age of 7 her BMI was 20 that means the percentile is above 95 and she was in obese category for the first time.
