As a certified Medical Administration Assistant, I handle this situation carefully and smoothly. I inform the patient who is on the call to hold for a second and inform the waiting room people that this area is fully prohibited for using the cell phone. So I request them to cooperate and follow the hospital policies. Otherwise, if it is an emergency call, inform them to talk outside of the hospital area and to come back. If still, some people are not obeying the rules, I inform the higher authorities and will take necessary action based on the hospital procedures.
