State agencies adopt the policy by a rulemaking process that is by state statute. the federal government is shared governance between state and local government, but state and federal government has exclusive and concurrent powers, the federal government adopts policies at a state level by federal aided programs. It is more important because the policy is an action taken by the government for solving problems and improving the quality of life of the people. they help through funding programs and encourage their social goals.
