The instances that affect the hypothesis are those that are in the vicinity of instances with different labels. A positive instance that is surrounded on all sides by man positive instances is not needed, nor is a negative instance surrounded by many negative instances and such neighbour based methods are there in chapter 8 Nonparametric Methods
