Ok so first understand the transition table of the given fsm

So basically our sensor P will hold the both red lights if P is true what when the one Red and one Green light is on
these are the states 00/R1G2 and 11/R2G1 these state will change to the both red light states after a fix timer that is why in state transition diagram both entries for these state for P and P' are same.
if we have created the transition table now we can easily create our PS/NS table i.e. present state to next state, we have to just look in the transition table for the NS. below is the PS/NS table
