We can see that there is one value in bin 11.90 i.e. one value between 11.88 to 11.90. Also there are 4 values between 12.10 to 12.12 and 1 value between 12.12 and above.
So, there are multiple values outside the lower and higher specification limit hence the process is not meeting the specification.
