Kf (molal depression constant) is calculated by dividing depression in freezing point (ΔTf) by molality of the solution.

Kf = ΔTf / m

So, its value is both depends upon ΔTf as well as molal concentration. If m is higher, then calculated Kf is low and high value of Kf corresponds to lower molality.
