According to Max Weber,there are two types of ethics, first ethics of responsibility and second ethics of moral conviction.

Ethics of moral conviction are the basic unavoidable beliefs that one should hold.

On the other side, ethics of responsibilities are the daily needs and actions to create greater peace.

Human compromises between these 2 ethics and must choose one side at a time.

If in a situation we cannot choose one side of ethics the ethical dilemma develops and in this situation one cannot act properly and ethical.
