1) The moles of HEPES and KOH used are calculated:

n HEPES = M * V = 1.5 M * 0.0125 L = 0.01875 mol

n KOH = 3 M * 0.00619 L = 0.001857 mol

The KOH reacts with the HEPES and forms HEPES-KOH, the pH is calculated:

pH = pKa + log (n HEPES-KOH / n HEPES) = 7.48 + log (0.001857 / 0.01875 - 0.001857) = 6.52

a) If it is an acceptable buffer, since the pH obtained is within the range of +/- 1 pKa.
