The person might be perceived as weak in interpersonal writing skills and also having a weak understanding about how professional message is framed. Moreover the person might not be knowing and using the English language commonly as perceived by the grammatical mistakes committed.

Yes I have encountered a poorly written email by one of my colleagues who was new in the company and not very good with writing skills. I perceived him as having weak knowledge about how to write a formal email
