Even though evidence or proof is available , people tend to ignore it due to emotional attachment. For example, there would be a substantial proof that a particular employee is under-performing. However, he has good relations with the management as he has been associated with the firm for over 15 years. Therefore, despite his non-performance, he is given timely promotions and increments. In such a case, the manager is making decision based on emotions and not the actual facts. Thus, the emotional state of mind causes people to knowingly or un-knowingly reject or ignore evidence-based management.
