Explantion:

The Rf value for a compound depends on partitioning of the solute between the mobile developing solvent and the stationary solid phase.Because of its sy​​​​mmetry in structure of para isomer ,it is less ​​polar than ortho isomer and is less attracted to the solid phase and thus more soluble in mobile phase.consequently para isomer moves up plate more rapidly.
