Potential energy at the top = Potential energy at the surface of water + kinetic energy

mgH = mgh + KE

82 (9.8) (9) = (82 x 9.8) (1) + KE

KE = 6428.8 J

kinetic energy is given as

KE = (0.5) m v2 = 6428.8

(0.5) (82) v2 = 6428.8

v = 12.5 m/s
