Projects might have many risks, challenges and complex situations to be completed. Its scope, cost benefit analysis, rate of return, portfolio analysis etc. will be done by different people at different level. So, in a project organization, People working at all level i.e. top, middle and operational level should be involved in identifying the potential projects. It might be sole responsible of Project manager to deal with every key aspects of it.
