One concern with this bill is the burden left to taxpayers. It is possible that taxpayers may or may not benefit from this initiative, but they will be left footing the bill for higher taxes. However, there is also a positive spillover impact for local businesses. Local businesses would benefit from being able to higher more students that have earned a 2-year degree from a local community college. This can lead to a positive social rate of return for the local community, whether or not they choose to take advantage of this program themselves. I do not agree that tuition at 4 year schools should be fully subsidized. It is true that the complete four year porrgammes should not be subsidised for students. This is because higher education is an investment in human capital that people undertake so that they can earn higher wages later in their life. It also goes to show which candidate is dedicated enough to want to pursue college. With the state subsidising the education in college, children will have lesser incentive to do well in college since the cost of that education has not been much for them personally. This cost that the state will incur on the subsidy will go on to become more financial burden for the citizens who will then have to pay more taxes. In contrast, some form of scholarship from the state can be organised for students who are very meritorious but do not have the financial means to pursue college education. This can be done by seeing the parent's income and the scores of the student.
