a. If the fiorm compete in this way to obtain a monopoly position , the monopoly profit will increase because once the highest bidder get the licence , it would charge any cost from the TV user and the user wont be having an option to use from other so they will get either best or worst .

b. No cable TV user will not be better off if the licence is granted to higher bidder because , the highest poaid bidder can guarantee if the service will be satisfactory or best from consumer point of view , and either the america tv cable user would get the best service or the worst service and they would not be able to go for alternative because of monopoly .

c. Te btter off for user will be when there is oligopoly , so that different service provide can give their service and people will have the option of selecting the best .
