In flanged beams moment is resisted mainly by flanges and shear is resisted by web portion.

Provision of holes in flanges reduces the effective area of flange and thus moment resisting capacity. hence holes should be placed through flange if the shear is large because shear is resisted mainly by web and reduction in flange area wont affect. thus answer is option C.
