Restrictions to entry is due to avoiding multiple immigration issues and avoid unemployment rising significantly. Also right to advertise for professional is avoided as it creates special focus and targeted hiring and concentration to particular segment of workforce which also causes unemployment to rise and competitive scenario to decline and thus firms end up paying more salary as limitations.
