There are 10 choices (0 - 9) for each of the digits place, since repetition is allowed. There are 26 choices (A-Z) for each of letter's place. The all possible license plates formed :10^5*26^4=45,697,600,000

JUNE can come in one particular order only. The only change can occur in the digits place. That is there are 10^5=100000 choices for J-U-N-E to occur in that order.
