So the answer is both voltage and ampere rating.

This rating clearly indicates the required input voltage and the required ampere rating when an equipment is bought.

HIPOT test is an dielectric test which is done to test the dielectric strength of the material.

This test cash be done using DC source and AC source.

ForAC source generally the applied voltage will be 1000 V AC plus 2 times of rating.

So for the given question the applied voltage is 1000+840 V = 1840 VAC.
