Basically, a ballast is a device used with a light source / lamp for its proper starting and operation. It functions similar to a heart, i. e. It ensures that the lamp is properly lit by distribution of energy in the fixture. Now lets see one by one.

Usually LEDs do not require a ballast. Since LED lamps work with small currents, an LED driver is used. But they can be setup in a way to work with existing ballasts for special applications.

Incandescent lamps do not require ballast. They can be directly screwed into a socket and works fine.

Both High intensity discharge (HID) lamps and fluorescent lamps require a ballast. For HID, integrated ballasts are also used. For both HID and fluorescent lamps, the ballasts help for providing sufficient voltage for starting and regulates the current drawn by the lamps. If ballast is not used, if they are connected to High voltage source, they would draw current uncontrollably.
