ANSWER :

1) 0 K is the minimum temperature on Kelvin scale. Heat engine does work by transferring heat from high temperature to low temperature medium, but here as given 0 K is of the least value so there is no way to transfer heat below it and hence work done here is zero.

Hence at 0 K heat engine cannot produce work.

2) 0 ° C is the temperature at which water starts freezing.

Hence 0 ° C is the freezing point of water.
