let radius of circal is R

and V is the scalar quantity it doesnot depend on the dirction

so

V=\frac{kq}{r}

r is the distance of charge from the point

potential by -Q charge on center is V

V=\frac{k(-Q)}{r}

becuse distance is same so there is no effect of distribution because of scalar quantity

by +Q charge

V=\frac{k(+Q)}{r}

so Vtotal at the center is sum of both

Vtotal=0
